New V.I.P level is Elite with tag in a name

New Classes + Textdraws And Admin Commands Added !!

New Admin Commands:
/tban = Temp Ban ,, /nban = Nani-Bot ban, /aban ,,,

New Classes:
[Elite]GhostRider (Edited Guns)

New Textdraws:
When evac comes It announce and says "Human Bus Arrived" Warning Message To all humans.
